padding-top: 50px; height: 36px; color: #FFF; line-height: 14px;}/*临时广告bug处理*/#F_Rectangle_N .a_cover {z-index: 0 !important;}|xGv00|070371e95f9ef2bd940687b0fc999b4f业内人士：一线城市短期内不会放开限购时长：1'27''播放：24来源：东方宽频业内人士：一线城市短期内不会放开限购关闭自动播放相关专辑推荐视频：收起视频 正在播放 |xGv00|a5409df5b320cfe42d97132d95fdcc27中新网8月21日电 作为昔日房价堡垒的一线城市，正在面临着降价声的围剿。据统计局数据显示，7月北上广深四大一线城市房价首次环比全面下跌，新房二手房皆未幸免。市场上花样百出的楼盘降价促销—零首付、降价险、低价团购、七折利率优惠等，也佐证了一线城市房价的下调。有业内甚至预言，在金九银十来临之际，一线城市将面临大范围“降价潮”。事实上，一线城市房价数据的下滑，多为少数区域拉低城市整体房价，与城市部分“热地”降温等因素密切相关。二手房虽年内价格普降，但成交量已现回升迹象。中原地产首席分析师张大伟认为，一线城市不会出现大面积降价，开发商的促销虽让利程度十分有限，但已可促动房企走量。新房：开发商让利尺度有限事实上，不少购房者并不认同一线城市房价在数据上的下滑。“这几天转了转北京的几个售楼处，发现没有降多少，依然坚挺。偏远的新楼盘倒是有价格优惠，可一算优惠幅度极小，几乎可以忽略不计。”一位北京购房者如此描述自己对北京房价的感受。中新网在调查中也发现，上述数据所体现的一线城市新房齐齐下跌，在现实楼市中的表现更为复杂。一方面，一线城市实际降价分区域，部分区域有明显下调现象，但绝大多数处于僵持状态。“北京个别区域的降价现象比较明显，比如房山长阳、通州台湖，但市场并未出现全面性降价。” 亚豪机构总监郭毅在接受中新网房产频道采访时表示。值得关注的是，这些降价区域，诸如北京东坝、台湖等，大多曾在去年炙手可热，甚至出现了高价“地王”。“去年开发商乐观判断市场，之前涨幅比较高的区域库存积压较多，导致如今降价幅度大于其他区域。”张大伟说。北、上、广、深新房市场分区域降价的另一特点是，郊区降价幅度明显高于中心区域。对此，张大伟分析，这些属于刚需区域，受今年信贷收紧影响非常大。而对北京而言，自住房的上市也吸引了大量需求。另一方面，从一线城市降价楼盘来看，实际降价尺度有限，多数为打折优惠等小力度促销，直降房价者寥寥。之前被媒体报道为“京城‘万元盘’重现”的合生世界村(楼盘资料 业主论坛)，实际只有参加开发商组织的“期权换房”活动，才能享受每平方米9800元的优惠价格。近日北京珠江四季悦城(楼盘资料 业主论坛)推出的“买房7折利率”活动，也需将首付款中的部分资金作为信托认购额，购买珠江投资旗下的基建信托。而更多的“特供房”，则需要先支付第三方机构约2万、3万元不等的服务费。上海某房地产研究院研究员介绍称，上海大规模的降价声也并不多，采取最多的是购房优惠券、赠送礼物等方式来蓄客。广州、深圳也多如此类。在张大伟看来，这些促销优惠落到购房者头上，其实让利程度并不大。“因为土地价格处于高位，一线城市房企舍不得让利。”二手房：普遍降价 近期初现回暖迹象在四大一线城市，与一手房较为坚挺的价格相比，二手房价格浮动较大。中新网房产频道对比今年以来统计局公布的70城房价指数发现，北上广深二手房房价环比跌幅通常大于一手房。数据显示，早在今年1月，北京二手房价格便有了0.1%的环比下跌，从4月开始连续环比回落，上海、广州、深圳则相对滞后。6月起，四大一线城市二手房价格环比全跌，同比涨幅亦在收窄。对于这一抽象数据感受最深刻的，莫过于各大二手房中介门店店员。“今年上半年，通州这边好几家门店已经关店了。”北京通州一家21世纪不动产门店店员向中新网房产频道介绍，每天来咨询的人比去年少很多，虽然价格已经下调，多数购房者仍然犹豫不决。“目前市场在售的二手房房源均价相比年初最高点，跌幅已近超过15%，部分房源甚至超过20%。”张大伟说。不仅是北京，类似情况在上海、深圳、广州也均有出现。据媒体报道，7月份广州二手住宅的降价现象已从郊区开始扩散到中心区外围。上海部分板块学区房甚至低价抛盘，降价幅度超过10%。不过，近期北京二手房市场出现了回暖迹象。中原地产数据显示，7月北京二手房成交4001套，相较于5、6月份3000余套的成交量，有了较大提升。21世纪不动产提供的数据也显示，在经历的第一周成交遇冷之后，8月份第二周北京市二手住宅成交1894套，环比上涨9.7%，同比上涨5.0%。对此，21世纪不动产北京区域总经理寇海龙认为，前期受市场大环境遇冷及自住房竞争影响，二手房价格持续下探，而近期多地政策放松、银行信贷偏紧有所放缓，对二手房市场成交量增加产生了助力作用。一线城市二手房市场是否就此回暖转升？业内普遍认为，期性的波动仍然存在，说回暖可能为时尚早。“现在尚未有任何迹象表明楼市有逆转的可能。” 寇海龙说。争论：一线城市将迎“降价潮”？尽管日前若干“日光盘”再现北京楼市，部分业内认为市场初显回暖端倪，但7月一线城市房价的全线环比回落，还是让“降价潮”之声再度喧嚣四起。《证券日报》8月18日引述同策咨询研究部总监张宏伟观点称，以上海为例，大范围的“降价潮”即将来临，一些大型品牌开发企业的项目预计会出现20%-30%的大幅降价。不少房企也表达了对降价的“暧昧”之情。据媒体报道，日前，万科总裁郁亮在解读万科发展思路时表示，广州市场竞争充分、成熟度高，将会在该地适当降价。一线城市真将面临降价潮？张大伟并不认同。“一线城市目前多是促销，促销已经可以促动房企走量了，北京促销项目成交量都不错，因为需求很大。”以位于北京朝阳区东坝的首开常青藤(楼盘资料 业主论坛)为例，中新网房产频道调查发现，该项目之前曾推出“特供房”、“享5千抵2万”等多项优惠促销活动。据中原地产数据显示，截止17日，首开常青藤以89的成交量居于8月成交榜第6位。在张大伟看来，在楼市降温的情况下，房价变化有三阶段。第一阶段是“止涨”，也就是去化放缓，第二阶段是房企促销，进行约 5%—10%的价格让利。第三阶段是大幅价格战。“与杭州等地不同，一线城市不太可能进入三阶段，更多会在二阶段徘徊。”住建部政策研究中心原副主任王珏林在接受中新网房产频道采访时也表示，一线城市楼市现在属于观望期、僵持阶段，这是暂时的。“现阶段的价格下调，是市场供求关系调整的正常现象。”对于降价潮不会在一线城市出现的原因，郭毅也指出，“在市场出现大面积降价前，估计政府的调控手段就会放松了。”
